Description:
The Deputy Director serves as chief financial officer and oversees all major internal operations for the agency with an $11 million annual budget and a $5 million capital program. This is a senior policy position with a focus on financial stewardship, planning, and the development of programs and staff to advance the agency’s mission. It demands strategic thinking, financial acumen, and a deep understanding of both government and the nonprofit cultural sector.
Job Responsibilities:
Budgeting and Financial Management:
- Prepare and present annual spending plans, maintenance plans, and expansion requests that reflect agency’s public policy goals.
- Develop and refine financial management systems to track MCC financial data in a detailed, timely, accurate manner.
- Develop agency’s annual budgets and financial statements for presentation to the Governor’s Fiscal Affairs Division, House and Senate Ways and Means Committees, Executive Director and board.
- Analyze financial statements and trends to identify potential changes and ensure timely adjustments to spending, staffing, and resource allocation.
- Ensure compliance with all state fiscal policies and procedures.
- Communicate clear, timely financial information with all relevant parties (staff, board, partners) at each step of the annual budget process.
Strategic Planning:
- Work closely with the Executive Director, board, and senior staff to lead ongoing agency efforts in strategic planning and evaluation.
- Provide leadership in periodic long-range planning efforts, ensuring meaningful engagement of staff, board and constituents.
- Work closely with senior staff and board, monitor agency progress; identify priorities; and address topics requiring special attention.
- Provide annual updates on progress toward long-range planning goals for the National Endowment for the Arts and for annual board retreats.
Program Development:
- Work closely with Executive Director to support Program Managers to develop, implement, and advance all aspects of grant programs and services for the Massachusetts nonprofit cultural sector.
- Ensure agency programs have the appropriate staffing and support resources to achieve their goals.
Staff Development:
- Work with Executive Director and senior staff to develop and implement personnel policies, procedures and systems to promote a productive workplace.
- Ensure agency complies with all state personnel policies and regulations (e.g., the Americans with Disabilities Act; state policies on sexual harassment and affirmative action, etc.).
- Maintain a working environment that is safe and free of discrimination or harassment.
- Put in place systems to maximize the impact of MCC employee recruitment efforts.
- Provide forums for staff to raise issues of concern and identify resolutions to problems or potential problems in the workplace.
- Provide effective leadership in periods of absence of the Executive Director.
Board Development:
- Work closely with the Executive Director, Communications Director, and other senior staff to provide the MCC board with the information and resources it needs to do its work effectively.
- Serve as point person, in close communication with the Executive Director and Director of Programs, on the preparation and coordination of board materials for meetings, Strategic Planning Committee, Executive Committee, Grants Committee, and other committees, as necessary.
- Develop and maintain orientation materials for new board members; assist Executive Director in orientation sessions for new members.
- Assist Executive Director in maintaining effective ongoing communication with board members.
Resource Development:
- Work closely with the Executive Director, Communications Director, and other senior staff to provide the MCC board with the information and resources it needs to do its work effectively.
- Work closely with the Executive Director, board, and other staff to identify and secure financial resources from public or private sources, over and above the annual state appropriation.
- Manage the bi-annual grant application process (writing, editing, coordination, compiling of materials) for the MCC’s State Partnership Grant from the National Endowment for the Arts.
- Proactively seek out other funding opportunities; write or edit grant applications; and manage (or delegate) reporting and feedback loops required by each grant.
Facilities management:
- Work to secure and maintain a physical workplace that meets the needs of MCC staff, board and constituents.
Qualifications: Minimum 5 years’ experience in leadership position at public agency and/or nonprofit organization
- Budget development, including knowledge of fiscal controls and management; MBA and/or MPA preferred
- Broad and specific knowledge and understanding of the nonprofit cultural sector, arts management and public policy
- Human resources administration, including knowledge of state government structure and regulations, union negotiations and contracts
- Interviewing and supervisory techniques and regulations
- Experience with policy development and long-range planning
- Knowledge of outside funding sources, funding trends and application processes
- Knowledge of strategic planning processes, board roles and responsibilities, staff role and responsibilities and public relations
- Understanding of agency government relations, including knowledge of state and federal government structure, process and regulations;
- Skills in team building, meeting facilitation, delegation of responsibilities, motivation, personnel management and evaluation;
- Research, proposal development, report preparation, networking, excellent written and oral communications skills (including persuasive argument and negotiation,
- Tact and diplomacy, public speaking, debate and public relations).
